That Committee of the Whole of Council recommend to Council that it authorize the Treasurer to proceed with the processing of the application for an amortized loan agreement with Infrastructure Ontario for a term of 5 years with a principal amount of $518,679 to finance the purchase of the new Fire Rescue Truck, and; Further that Council approve the borrowing bylaw (attached) required to move the loan process to the next step which will include the debenture bylaw and rate letter, and; Further that Council authorize the Mayor and Treasurer to be able to accept the interest rate presented by Ontario Infrastructure on February 10, 2020. Resolved that pursuant to Section 239 (2) (d) (f) and (i) of the Municipal Act, 2001 , as amended, the next portion of the January 16, 2020 Committee of the Whole Meeting will move into Closed Session to discuss labour relations or employee negotiations; advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization.
