That Committee of the Whole as Budget Committee recommend to Council that it receive the Treasurer's report on the first Draft of the 2020 Operating and Capital Budget for information and discussion. Yea: David Foster, George Watson, Mark Kinney, Nina Bifolchi, Stan Wells, and Sylvia Bray

That Committee of the Whole decrease the weighted amount for synergy from 10% to 5% and increase size from 5% to 10% in the matrix. Yea: David Foster, Mark Kinney, Nina Bifolchi, and Sylvia Bray Nays/Abstained: George Watson and Stan Wells

That Committee of the Whole receive the update on the Twinpad and Library site selection criteria from the Director of Recreation, Events and Facilities and the Director of Library Services for information; and That Council approve the updated criteria for site selection; and That council approve the weights to be applied, as amended, so the remaining sites can be ranked; and Further that Council direct the staff task force to score the remaining three twinpad and four library site options under consideration using the criteria and weights and bring back the ranked list of sites for Council consideration and final site selection.
