THAT Council proclaim April as “Parkinson’s Awareness Month” and April 11th as “World Parkinson’s Day” in the Town of Wasaga Beach.

THAT the contents of the agenda for March 27, 2025, be approved as circulated.

THAT the minutes of the Council Meeting held March 6, 2025 be adopted as circulated.

THAT the presentation by James Jeffrey and Ryan Stitt of Salter Pilon, to Council at their meeting of March 27, 2025 pertaining to the K-12 School and Community Theatre design concepts, be received as information.

THAT the report titled: K-12 School and Community Hub Update, to the Council meeting of March 27, 2025, be received, and THAT Staff be directed to return to Council with a comprehensive cost analysis of proposed upgrades to the community theatre and track and field facilities, as well as funding options for the projects.

THAT the delegation by Robert Cikoja to Council pertaining to a partnership with Wasaga Beach for land donation be received for information.

THAT the delegation by Cathy Lane to Council pertaining to zoning requirements for Bed & Breakfast establishments be received for information.

THAT the report titled: Build Wasaga Inc. – Shareholder Declaration, to the Council meeting of March 27, 2025, be received; THAT Council approve the Build Wasaga Inc. - Shareholder Declaration attached as Appendix A; and THAT the Mayor and Clerk be authorized to execute the Shareholder Declaration.

THAT the Wasaga Beach Film Permit Policy be

THAT the report titled: Land Purchase – 304 Main Street, to the Council meeting of March 27, 2025, be received; THAT staff be directed to undertake surface site clean-up and beautification with a budget not to exceed $50K to be funded from the Corporate Initiative 2025 budget line or reserve account if required; and THAT staff be directed to prepare and issue an RFP seeking a development partner to redevelop the lands; and THAT the Mayor and Clerk be delegated authority to sign all loan agreement documents related to the property purchase. THAT pursuant to the Municipal Act, 2001, as amended, the next portion of the March 27, 2025, Council Meeting, will move into Closed Session to consider the following matters:

1. That Council approve an unbudgeted amount up to $375,000 to be funded through General Reserves for labour relations.

1. That Council approve a reallocation of the $25,000 capital computer and equipment budget to the operating budget for 2025 for Support Services, and 2. That Council delegate the Treasurer the authority to sign the three-year equipment supply and support agreement at a cost of $72,483 over the three-year period.

1. That Council authorize the Mayor and Clerk to execute an Agreement of Purchase and Sale for the sale of Town owned lands at Ramblewood and Lyons in the amount of $2.6 million to Zancor Group Limited.

1. That Council delegate authority to the CAO to negotiate and execute a multi-year land lease at the beachfront property for the summer seasons.

1. That Council authorize the Mayor and Clerk to execute an Agreement of Purchase and Sale for the purchase of 24 Main Street in the amount of $637,500.

1. That Council direct the CAO to negotiate a purchase of 32 Main Street and, 2. That Council direct the CAO to return with an Agreement of Purchase and Sale at a future meeting of Council.

THAT the following By-laws be received and be deemed to have been read a first, second and third time and finally passed:
